The Corrections Technology Center of Excellence, on behalf of the National Institute of Justice, conducted a test and evaluation of four hand-held cell phone detection devices at the Pennsylvania Department of Corrections State Correctional Institution at Chester (SCI-Chester) in 2014. Results of that evaluation have been released in Test and Evaluation of Hand-held Cell Phone Detection Devices, a 161-page PDF document. The report presents details on how the test and evaluation was conducted, and raises issues to consider when acquiring and implementing hand-held cell phone detection device technologies.
